Mayors of highly-undeveloped and underdeveloped municipalities, in April 2015, through a representative lawyer Dejan Rakic, submitted an initiative to review the constitutionality of the Decision on allocation of revenues from indirect taxes adopted by the Government of RS in July 2014.

For this they decided because the government decided to allocate the money brought in mid-fiscal year, and the coefficients is determined on the basis of the preliminary results of the census of 2013.

Thus, small municipalities deprived almost half of the budget, ie planned revenues. RS Constitutional Court found that the Government's decision is not in accordance with the Constitution of the Republic of Srpska, as it began to be applied before it came into force.
